この方の場合は、上記のメールが来た時に、Payplaで支払い完了すればよかったのですが、対応期限が切れてしまっていました。
そして、出品時に、追加出品手数料がかかるので、このテクニカルイシューのエラーメッセージに飛んでいました。
念のため、eBayへ連絡した所、以下の返事がきました。

Here are the steps to setting up a seller account

1. Go to "Sell" at the top of most eBay pages, and sign in.

2. On the following page, you'll be asked to create a listing for the item you'd like to sell.

3. Once you've completed the listing, you'll be asked to "Create a seller's account" by following the steps shown.

At this stage, you'll need one of the following:

- Credit or debit card details, or

- Current bank account details

Sellers are required to select a payment method for eBay fees (either direct debit, PayPal, or by placing a credit card on file).

However, there are no "standing" charges for being a seller on eBay; you'll only pay fees when you list and sell items.

Also, you may be asked to complete an identify verification process through your credit card or telephone for security purposes.
